Benahavís to Elviria: which office, which step
The padrón belongs to your own town hall; the police steps can happen at any station of the province that offers them. Who does what along this coast.
Marbella is the centre of a wider area. Many buyers live in Benahavís, Ojén or Istán in the hills, or in Estepona and Mijas on either side, and still think of Marbella as home. For the paperwork, two different maps apply.
The first is the town hall’s. The padrón is kept by the municipality where you live, so a house in Benahavís is registered in Benahavís, and an apartment in Elviria in Marbella. Within Marbella the four citizen offices are on Plaza de los Naranjos, in San Pedro Alcántara, in Nueva Andalucía and in Las Chapas, the last being the natural choice for Elviria and Cabopino.
The second map is the police’s. The NIE, EU registration and TIE cards are booked through the cita previa calendar, and the police stations of the province that list them include Marbella, Estepona, Fuengirola and Torremolinos-Benalmádena on the coast, with the provincial brigade in Málaga. The booking site offers whichever of them have slots for the procedure you choose, so the nearest office is not always the one you are given.
In practice, residents of the western side, from San Pedro to Estepona, often look at Estepona as well as Marbella, and those to the east at Fuengirola. Your appointment confirmation names the office, and that is where you go.
