Folio 03
The residence card for a European’s non-EU family
The non-EU spouse or registered partner of a European living in Marbella applies on form EX-19 for the residence card Spain issues to relatives of Union citizens, while the European partner registers for a green certificate. Prepared side by side, the two files tell the same story.
Enquire about thisWho the card is for
Spouses and registered partners of an EU, EEA or Swiss citizen who lives in Spain can apply, as can certain other close relatives. The European should normally be registered first, since their EU registration certificate is part of the evidence.
What the file shows
- The EX-19 form, filled in and signed
- Your own passport and a photocopy of it
- Proof of the family link: a marriage certificate or the registration of the partnership, apostilled or legalised and translated where required
- The registration certificate and passport of your European family member
- Evidence that your family member works, or has sufficient means and health cover
- The 790-012 fee
Two offices in the province
In Málaga, the Oficina de Extranjería of the Subdelegación del Gobierno, on Calle Mauricio Moro Pareto, lists the card for family members of Union citizens among its procedures. The card itself is made by the police after a toma de huellas at a station that issues TIE cards, such as the Comisaría de Marbella.
In Marbella
For a couple living in Marbella, the European partner usually registers at the Comisaría on Avenida Arias de Velasco, while the EX-19 procedure is listed by the government’s foreigners’ office in Málaga city. We keep both files aligned and plan the trip to Málaga only when it is needed.

Questions
Can we apply on the day my partner registers?
Sometimes the appointments fall close together, but the EX-19 file relies on the European’s certificate, so registering first is the safer order.
Do our certificates need translating?
Generally, yes: certificates issued abroad need an apostille (or legalisation) and an official sworn translation. We tell you which of yours do before you order anything.
