Folio 02
Retiring to Marbella with a European passport
Three steps, in this order: the NIE if you are buying, the padrón at the town hall once you live at the address, then the EU registration certificate at the police, with proof of your pension and of health cover. For Europeans the administrative side is light, but it has a sequence; taken out of order, the same papers travel back and forth.
Enquire about this
Four steps, in sequence
- If you are buying, the NIE comes first, often months before the move, for the notary and the bank
- Next the padrón at the town hall, once you live at the address
- Then the EU registration certificate at the police, with the padrón certificate in the file
- Finally the practical layer: health cover, the bank, utilities in your own name
Registering on a pension
Retirees take the EU registration certificate as residents who do not work in Spain. In that case the police look for two things: that you can support yourself, and that you are covered for health care. A pension statement and proof of insurance, or of the cover your own country’s system extends to you abroad, usually answer both.
Accepted documents are set by the administration and do change, which is why we check them for your case before the appointment rather than rely on what a neighbour was asked some years ago.
Where you will go
The town hall’s four citizen offices take care of the padrón: Plaza de los Naranjos for the old town, with district offices in San Pedro Alcántara, Nueva Andalucía and Las Chapas. The registration certificate is a police procedure, which in Marbella means the Comisaría on Avenida Arias de Velasco.
In Marbella
Many European retirees settle east of the centre, in Elviria, Las Chapas or Cabopino, or west towards San Pedro Alcántara. Both sides have a town hall office for the padrón, and the Comisaría in Marbella handles the registration itself; we plan the two around the day the removal van arrives.

Questions
Should I register if I keep a house in my own country?
That depends on where your life is based. Registration describes residence in Spain, and other matters, tax among them, follow residence; it is worth settling which country you really live in before you register.
Does being on the padrón make me a tax resident?
No. Marbella’s portal for foreign residents says so plainly: the padrón does not make you tax resident. Tax residence follows its own rules.
Can my partner and I attend together?
Yes, and it is sensible to, but each of you has a separate file and a separate procedure, so book one slot per person.
