Non-lucrative residence: living in Marbella without working in Spain

Non-lucrative residence lets someone from outside the EU live in Marbella on a pension, savings or rental income, without working in Spain. The visa is applied for at the Spanish consulate of the country where you live; after it is granted and you have landed, a police office of Málaga province takes the fingerprints for your TIE.

Enquire about this

Two stages, in two countries

First, the Spanish consulate examines the visa application, with its proof of means, its health insurance and the documents it lists. Once the visa is granted and you have arrived, the second stage takes place in Spain: the toma de huellas, where you give your fingerprints for the TIE, the card that shows your NIE and your residence.

The number itself is normally assigned along the way. If you already received one for a purchase, it stays the same.

Not working means not working here

The permit is called non-lucrative because it does not allow work in Spain. Living from a pension, savings or rental income is what it was designed for; a Spanish job, or invoicing Spanish clients, is not. If your plans include either, another permit fits better, and the moment to decide is before the consulate appointment.

The Marbella end of the route

  • Book the fingerprint appointment for the TIE once you have arrived
  • Bring form EX-17, your passport with the visa, photographs and the paid 790-012 fee
  • Register on the padrón at your Marbella address
  • Collect the card when it is ready, usually at the office that took your fingerprints

In Marbella

On the Marbella side, this route ends at a police desk: the TIE fingerprints at the Comisaría on Avenida Arias de Velasco, or at another station of the province that issues the card. We prepare the EX-17 file and begin looking for a slot as soon as your arrival date is known.

Questions

Can I apply from Marbella?

The first application is made from abroad, at the consulate responsible for the place where you live. Staying in Marbella as a visitor does not start the process.

Does buying a property give me residence?

Not any longer. The investor visa tied to property, known as the golden visa, was ended by Spain in 2025. A purchase can serve as your future address in an application, but it is not a route to residence by itself.

Which police office takes the fingerprints?

Any office of the province that issues TIE cards and has slots for the procedure. The Comisaría de Marbella is one of them, as are Estepona, Fuengirola and the provincial brigade in Málaga.
