Your TIE in Marbella: the fingerprints, then the card
For your TIE in Marbella, book the toma de huellas once you are in Spain, then bring form EX-17, the passport carrying your visa (or the permit resolution), recent photographs and the paid 790-012 fee to a police office that issues the card, such as the Comisaría on Avenida Arias de Velasco. The card is collected later, usually at the same desk.

Where cards are issued
In the province of Málaga, the online directory of the Policía Nacional lists TIE issuance at the Comisaría de Marbella and at the stations of Estepona, Fuengirola, Torremolinos-Benalmádena, Ronda, Antequera and Vélez-Málaga, as well as at the provincial brigade in Málaga. The cita previa calendar offers whichever of them have free slots for the procedure you select.
When the card is ready
The card is produced after the appointment and collected in person, usually at the same office, once the waiting period the officer mentions has passed. Keep the receipt you are handed, the resguardo: it proves the card is in production.
In Marbella
For residents of Marbella, the toma de huellas can take place at the Comisaría on Avenida Arias de Velasco. When its calendar is full, Estepona and Fuengirola are the nearest stations that list TIE issuance. We prepare the EX-17 and the fee, and look for a date that fits your diary.

Questions
Are the TIE and the NIE one and the same?
The NIE is your number. The TIE is the card, carrying your photograph and the details of your permit, on which that number is printed.
Is it safe to travel before the card is ready?
Only with care. If you must leave Spain before the card is ready, ask about an autorización de regreso, a return authorisation, which the Comisaría de Marbella lists among its procedures.
Do British residents hold a TIE?
Yes. Britons whom the Withdrawal Agreement protects have a TIE whose text refers to it, and their renewals go through the same fingerprint appointment.
